HARRISBURG – The state Senate Environmental Resources and Energy Committee will discuss legislation, sponsored by Senator Richard Alloway (R-33), which seeks to update Act 108 of 2010, known as the Covered Device Recycling Act, according to Committee Chairman Senator Gene Yaw (R-23).
The hearing will be held Tuesday, October 24th beginning at 10AM in Room 8-EA, East Wing of the State Capitol Complex.

Act 108 establishes a recycling program for certain covered devices, which are defined as a covered computer device and covered television device marketed and intended for use by a consumer.
“Over the past few years, it has become very clear that the Covered Device Recycling Act is no longer efficiently serving the citizens of Pennsylvania,” Sen. Alloway said. “The current system, which calculates a manufacture’s cost of recycling on the weight of the devices sold in the previous year, does not effectively address technological advances, which results in modern, lighter devices being sold, while bulkier, outdated electronics are being recycled.” Sen. Alloway has sponsored Senate Bill 800, which would update the existing law.
Those expected to offer testimony during the hearing include George Hartenstein, Deputy Secretary for Waste, Air, Radiation and Remediation, Department of Environmental Protection; Walter Alcorn, VP Environmental Affairs & Industrial Sustainability, Consumer Technology Association; Brian A. Rider, President & CEO, Pennsylvania Retailers Association; Francis Valluzo, Consultant, Valluzzo Government Strategies; Michele Nestor, President, Nestor Resources, Inc.; Bob Bylone, President & Executive Director, Pennsylvania Recycling Markets Center, Inc.; Ned D. Eldridge, President & CEO, eLoop, LLC; Elam Herr, Assistant Executive Director, Pennsylvania Association of Township Supervisors; Lisa Schaefer, Director of Government Relations, County Commissioners Association of Pennsylvania and Shannon Reiter, President, Keep Pennsylvania Beautiful.
